What Is Contract Staffing?

Contract staffing is an arrangement where a staffing agency sources, employs, and payrolls skilled professionals who work for your business for a defined period, on a defined scope, without joining your headcount.

The contractor performs the work under your direction. The agency remains the legal employer, carrying the payroll, statutory contributions, insurance, contract administration, and termination obligations.

This matters more than it sounds. The reason most companies use contract staffing is not access to talent. It is transfer of employment risk. A project that may be cancelled, a role that exists only while a system is being migrated, a market you are testing before committing headcount: in each case, the constraint is not whether you can find the person; it is whether you want to own the employment relationship.

Alliance operates as that employer of record across 36+ countries, which means you can put a contractor to work in a market where you have no legal entity, and be invoiced for it as a service.

How Quickly Can You Supply Contract Staff?

Contractors in commonly sourced disciplines are submitted within 48 hours. Specialist and senior contract roles are shortlisted within 5 working days. Volume contract requirements of 10 or more people are deployed within 2 to 4 weeks.

What Does Contract Staffing Cost?

Contract staff is charged at an hourly, daily or monthly rate that is inclusive of the contractor’s pay, all statutory employer contributions, insurance, and Alliance’s margin. You receive one invoice. There is no separate placement fee. Rates vary by discipline, seniority, and country, and Alliance provides a written rate indication before any sourcing begins.

Contract Staffing vs Contract-to-Hire

These are different commercial arrangements, and choosing the wrong one is the most common mistake we see.

Factor Contract Staffing Contract-to-Hire (C2H)
Purpose Deliver defined work for a defined period Evaluate a person before committing headcount
Duration 3 to 24 months, tied to project or scope Typically 3 to 6 months, then conversion
Legal employer Alliance throughout Alliance during the trial, you after conversion
End state Contract concludes, contractor moves on Contractor joins your payroll
Charging Hourly, daily or monthly, all-inclusive Hourly during trial, then a reduced conversion fee
Best used when Scope is finite and clearly defined The role is permanent but the risk of a wrong hire is high
Time to supply 48 hours to 5 working days 5 working days

Contract-to-Hire Staffing:

Contract-to-hire solves a specific problem: you are confident the role is needed permanently, but you are not confident you can assess the right person in two interviews.

Under C2H, the contractor works on Alliance’s payroll for an agreed evaluation period, usually three to six months. You see their actual output, not their interview performance. At the end of the period, you convert them onto your payroll at a pre-agreed reduced fee, or you conclude the contract with no severance exposure and no wrongful-termination risk.

The conversion fee is agreed in writing before the assignment starts: Alliance does not use conversion pricing as a negotiating position once you are attached to a person, and that commitment is in the contract.

C2H is most commonly used for engineering, IT, finance, and senior operational roles where the cost of a wrong permanent hire materially exceeds the cost of a trial period.

Project-Based and On-Demand Contract Staffing:

Where the requirement is a deliverable rather than a role, Alliance supplies contractors against the scope: a system migration, a compliance remediation, a product launch, a seasonal operational peak. The contract runs for the duration of the deliverable and then concludes.

Compliance, Payroll and Employer of Record

This is the part of contract staffing that decides whether an arrangement is worth doing, and it is where most agencies are vague.

Alliance Is the Legal Employer:

For every contractor Alliance supplies, Alliance holds the employment contract. You hold a services agreement with Alliance. The contractor is not your employee, does not appear on your headcount, and does not create employment obligations for you in their country of work.

Statutory Contributions Handled in Full:

Social security, pension, provident fund, health insurance, income tax withholding, gratuity, and end-of-service benefits are calculated, deducted, and remitted by Alliance according to the law of the country the contractor works in. These costs are included in the rate quoted to you, not added afterwards.

Worker Classification Assessed Before Engagement:

Misclassifying a contractor as self-employed when the working relationship is one of employment is the single largest financial exposure in contract staffing, and enforcement has tightened across most major markets. Alliance assesses the working arrangement against the classification tests applicable in the relevant country before the assignment begins, and structures the engagement accordingly.

One Invoice, No Hidden Costs:

You receive a single monthly invoice covering all contractors, showing hours or days worked, the agreed rate, and applicable taxes. Timesheets, approvals, expense handling, and contractor queries are managed by Alliance.

Contract Administration and Exit:

Alliance manages extensions, rate reviews, notice periods, replacement, and contract conclusion. Where a contractor is not performing, Alliance replaces them at no cost to you and does not charge for the hours in dispute where we are notified within the first working day.
