Hire permanent staff in Muscat and across Oman. We recruit for Omani employers who need people who stay: executives, engineers, healthcare, finance and operations staff, sourced in-country and internationally where the local pool cannot supply. Tell us the role, the salary band and your visa position, and we return a shortlist.
Need to fill an Oman role without wasting time on unsuitable CVs? We source and screen candidates against your exact experience, salary, availability and visa requirements, then present a focused shortlist you can interview. Oman recruitment consultants find and screen candidates for employers in the Sultanate, then manage hiring through to a signed offer and, where the hire comes from outside Oman, through labour clearance and visa approval.
Oman’s labour market has a shape that determines how every search runs. The private sector is substantially expatriate, drawing on India, Pakistan, the Philippines, Bangladesh, Egypt and increasingly East Africa. At the same time Omanisation requirements set expectations for national hiring in defined categories. Most employers are therefore running two parallel searches: Omani nationals for roles where that is required or preferred, and international candidates for roles where the domestic pool genuinely cannot supply.
An agency that treats those as one process will underperform on both.
Muscat concentrates most corporate and professional employment, while Sohar, Duqm and Salalah have distinct industrial, port and logistics labour markets with their own constraints.
Alliance places permanent employees only. We do not provide manpower supply, labour supply, contract staffing or temporary workers.
For hiring elsewhere in the Gulf, see our Middle East practice.
Most consultancies serving Oman work from a CV database and send you whoever matches on paper. That produces speed and a high rejection rate. We start from supply: how many people, in Oman and in the source markets, can actually do this job at this salary, and what the visa route costs in weeks. You get that assessment before we source, not after a failed shortlist.
What It Costs:
Our fee depends on the role and its seniority, is agreed in writing before the search begins and is payable only when the candidate starts. There is no retainer for standard permanent placements, and every permanent placement carries a 90-day replacement guarantee from the date the candidate accepts the offer.
How Long It Takes:
You receive a first shortlist within 24-48 hours of an agreed brief, with each candidate’s visa status stated. Candidates already in Oman on transferable visas can usually start within weeks; international hires add 6 to 12 weeks for labour clearance and visa processing, which your PRO handles with our support.
Confidential senior mandates across Muscat’s corporate, energy, banking and healthcare sectors. Direct approach rather than advertising, run to the same method as our executive search practice globally.
Call or message us on WhatsApp and reach a recruiter. For most employers in Oman that is how a hiring conversation starts, and we do not put a form in front of it.
Where a role calls for an Omani national, that search has a different candidate pool, different competition and different timelines from an international search. We run them as distinct processes rather than one blended shortlist.
Candidates already resident in Oman on transferable visas start materially faster than overseas hires. Where speed matters, we tell you how much of your shortlist is already in-country.
We recruit across the Sultanate and treat the industrial and port markets as separate from Muscat, because Muscat candidates frequently will not relocate.
Every hire joins your payroll as a permanent employee. We do not provide manpower supply, labour supply, contract staffing, temporary workers or project-duration labour. For volume trade and technical hiring on the same permanent basis, see our manpower agency in Oman desk.
By phone or WhatsApp. We establish the role, salary band, location, whether the position requires or prefers an Omani national, and your visa sponsorship position.
We map what is realistically available in-country at your number, what the international route adds in weeks and cost, and how much of the likely shortlist is already resident in Oman.
Direct approach in Oman and in the relevant source markets. Screening against your requirements, qualification verification and reference checks. Three to five candidates with assessment notes and their current visa status stated.
We coordinate scheduling across time zones and manage candidate communication throughout, in the candidate’s working language.
We manage the offer and stay engaged through labour clearance and visa processing. This is the phase where unsupported Gulf placements most often collapse.
We stay involved after the candidate joins to support a smooth transition into your team, role and working environment. For international hires, we remain available through the initial joining period and help maintain communication between both sides. If the placement does not work out within the agreed replacement period, we support the replacement process so your hiring investment remains protected.
Tell us the role, salary range, location and visa requirements. We’ll assess the available talent and explain the best route to your shortlist.
Oman’s anchor sector. Engineering, operations, HSE and commercial roles across upstream, downstream and the growing renewables and green hydrogen programmes.
Project management, engineering, planning and QS roles across Oman’s infrastructure programme, recruited on permanent terms.
Clinical, nursing and health administration roles across Muscat’s private hospital and clinic sector, where licensing and credential recognition govern timelines.
Sohar, Duqm and Salalah port and free zone operations, covering supply chain, customs, terminal operations and technical management.
Muscat’s banking, insurance and asset management sector, where regulatory experience narrows the pool.
Hotel and resort management across Muscat, Salalah and the wider tourism economy.
Light industry and processing, concentrated around Sohar and the industrial estates.
The capital and the concentration of corporate, banking, healthcare and professional employment.
Industrial and port economies with labour markets distinct from the capital and their own supply constraints.
Port, logistics and tourism employment in Dhofar, with a separate candidate pool again.
The category is defined, the competition is every other employer with the same requirement, and salary alone does not decide it.
You have accepted the hire must come from abroad. What you need now is an honest read on weeks, cost and clearance risk before you commit.
Overseas hires carry 6 to 12 weeks of clearance. Candidates already in Oman on transferable visas do not. Knowing which is which changes your shortlist.
Muscat’s business community is small enough that an open search becomes known quickly. The incumbent is still in post.
Muscat candidates often will not relocate. Treating Oman as one labour market is the most common error we are asked to repair.
Usually a sign the in-country pool is exhausted at your specification, which is a supply problem rather than a consultancy problem.
16+ Years Across 36+ Countries:
We recruit across India, Africa, the Gulf and our wider 36+ country network, and have served 9,000+ organisations.
Executive Search Depth, Not Just Volume Recruitment:
Confidential senior mandates run with blind candidate briefing until you choose to disclose your identity.
Visa Status Stated on Every Shortlisted Candidate:
You will know before interviewing who is already in Oman and who needs clearance, because that determines your start date more than anything else.
Permanent Placement Only, So No Divided Incentive:
Consultancies running manpower supply alongside permanent placement have a commercial reason to keep you on supplied labour. We do not offer it.
We Say When the Role Cannot Be Filled at Your Budget:
Hearing in week one that your band cannot compete is worth more than a search that runs quietly for four months.
Hiring in Oman is really two hiring problems wearing one job description. One is finding an Omani national for a role where that is required or strongly preferred, which is a competitive search against every other employer facing the same requirement. The other is an international search where the binding constraint is not finding the person but getting them cleared, visaed and on site. Consultancies that run both as a single CV-matching exercise produce shortlists that fail for different reasons on each side.
The second thing that decides outcomes here is visa status, and it is routinely left off shortlists. A candidate already resident in Oman on a transferable visa can start in weeks. An equally qualified candidate in Manila cannot start for three months. If that is not on the shortlist, you are choosing without the most important piece of information.
We had several vacancies to fill across our Oman operations and needed candidates with the right industry experience. Alliance understood the requirements quickly and gave us a focused shortlist rather than a large volume of CVs. Their team stayed on top of the timelines, which helped us keep the hiring process moving.
We were hiring for technical and supervisory positions and needed more than general recruitment support. Alliance assigned consultants who understood our industry and screened candidates against the actual role requirements. The profiles we received were relevant, and the communication throughout the process was clear.
Our hiring deadline was tight, and we needed a recruitment partner who could work at the same pace as our business. Alliance managed the sourcing, screening and coordination efficiently and kept us updated as candidates progressed. It took a lot of pressure off our internal HR team.

Yes. Where a role requires or prefers an Omani national, we run that search separately from any international search, because the candidate pool, the competing employers and the timelines are all different. At the first call we confirm whether the position falls under Omanisation expectations, then map the national talent available at your salary band, so you know early how competitive the search will be.

We recruit permanent staff for oil, gas and energy; construction and infrastructure; healthcare; logistics, ports and free zones; banking and financial services; hospitality and tourism; and manufacturing. Muscat holds most corporate, banking and healthcare roles, while Sohar, Duqm and Salalah have separate port, industrial and tourism labour markets, so we search each one directly rather than assuming Muscat candidates will relocate.
