A recruitment agency in Malaysia sources and places staff for employers in the country, across two very different tracks.
The first is professional and technical hiring: engineers, finance, technology, sales and management roles, drawn from Malaysia’s domestic market and the wider region. This works like recruitment anywhere, decided by network, screening and speed.
The second is foreign worker recruitment under Malaysia’s permit system. Employers apply for quota, receive approval for specific nationalities and sectors, and then recruit against it. The binding constraint is never candidate supply. It is quota approval, source-country clearance, medical screening and permit issue, and that sequence takes months rather than weeks.
Knowing which track your role sits on changes everything about the timeline, and most employers are running both at once.
Alliance places permanent employees and also provides contract staff. Our fees are paid by the employer. We do not charge recruitment fees to workers.
For hiring elsewhere in the region, see our Singapore and Philippines practices.
Malaysian employers hiring from Kerala, India can also see our Malaysia recruitment agency in Kerala page.
Most agencies serving Malaysia sell candidate volume, which has never been the constraint. We start from your quota position: how many approvals you hold, for which nationalities and which sector classification, and how long the remaining steps realistically take. That answer determines your start date far more than shortlist quality does, and you get it before we source rather than after.
What It Costs:
Our fee is a percentage of the hire’s first-year salary for professional roles, or an agreed per-placement fee for volume foreign worker recruitment. Agreed before we start, payable when the person joins. The employer pays. Workers are never charged a recruitment fee by us at any stage.
How Long It Takes:
Local professional hires: shortlist within 24–48 hours of an agreed brief, offer typically within 4 to 6 weeks, then notice. Foreign worker recruitment against approved quota: sourcing and selection in 3 to 6 weeks, then source-country clearance, medical screening and permit issue, commonly 8 to 16 weeks depending on nationality.
Engineering, technology, finance, sales, supply chain and management roles, recruited from Malaysia’s domestic market and regionally where the local pool cannot supply.
Volume recruitment for manufacturing, construction, plantation and services employers holding approved quota, sourced from the nationalities your approval covers.
Indonesia, Bangladesh, Nepal, India, Myanmar and the Philippines. We source and screen candidates in these markets directly, and we document every party involved in the recruitment chain, so you can see who handled each worker.
No recruitment fee is charged to any worker at any stage. Our fee comes from you and is stated in the placement agreement, which matters if your buyers audit labour practices in your supply chain.
We coordinate source-country clearance, medical screening and permit processing with your agent, and stay engaged until the worker is on site.
Most hires join your payroll as permanent employees. For projects, seasonal peaks or cover, we also provide contract staff for an agreed term.
We establish the role, the volume, the location, and, for foreign worker requirements, your quota position: how many approvals you hold, for which nationalities, and which sector. That determines the candidate pool before anything else does.
We map what the Malaysian domestic market can supply against what the approved source countries can, with realistic timelines and costs for each route.
Direct sourcing in Malaysia and in the relevant source markets. Screening against role requirements, trade testing where applicable, and document verification. Shortlists for professional roles, selection batches for volume requirements.
Video interviews for professional roles, and in-country selection events in source markets for volume recruitment where that is faster and gives you direct sight of candidates.
We coordinate source-country clearance, medical screening, permit processing, and travel with your agent. This is where foreign worker recruitment succeeds or fails, and it runs for months after the selection decision.
The placement is not complete on arrival. We confirm arrival and onboarding, check in with you and the worker at 30, 60, and 90 days, and if a placement does not hold within the guarantee period, we re-run the search at no additional fee. For foreign worker placements, this check-in is also where fee-charging and document-retention problems surface if they exist anywhere in the chain.
Tell us the role and hiring timeline. We’ll assess the talent market and build your shortlist.
Malaysia’s largest employer of foreign labour and a significant professional market, concentrated in Penang and the northern corridor.
Skilled trades, supervisors and project staff across building and civil programmes.
Volume recruitment against approved quota, and the sector with the highest labour-practice scrutiny from international buyers.
Technical and operations roles across the upstream and downstream base.
Software, IT infrastructure and the large shared services and GBS sector concentrated in Kuala Lumpur and Cyberjaya.
Clinical and allied health roles, where licensing and credential recognition govern timelines.
The capital region and the concentration of corporate, professional and shared services employment.
Electronics and manufacturing, with a technical labour market distinct from KL.
Manufacturing, logistics and the growing cross-border employment market with Singapore.
Sabah and Sarawak, with separate labour regulations and permit arrangements from the peninsula.
Approvals have expiry dates. Recruiting against a live approval with a deadline is a different exercise from open hiring.
International customers increasingly require evidence that no worker paid a recruitment fee. That means knowing every party in your recruitment chain, not just the agency you signed with.
Technology, finance, and engineering in the Klang Valley is genuinely competitive, and salary alone rarely decides it.
Common, and the point at which fee-charging and document problems usually enter a supply chain.
Volume technical hiring in markets with their own pay norms and candidate expectations.
A recurring cycle that benefits from planning rather than emergency recruitment.
We Recruit in the Source Countries Directly:
Indonesia, Bangladesh, Nepal, India, Myanmar and the Philippines. Every party in the recruitment chain is documented, so you can see the whole chain.
Employer-Pays, Stated in Writing:
No worker is charged a recruitment fee by us at any stage. That is a commercial commitment you can show a customer conducting a supply chain audit.
Quota Position Established Before Sourcing:
You will not receive a shortlist of nationalities your approval does not cover.
16+ Years, 36+ Countries and 9,000+ Organisations Served:
Cross-border recruitment at volume is core business, with sourcing across Southeast and South Asia.
Both Tracks Through One Relationship:
Professional hiring in KL and volume foreign worker recruitment in Penang are handled by one partner rather than two.
We Say When the Timeline Does Not Work:
If you need people on site in six weeks and have no quota, we will tell you that rather than start a search that cannot deliver.
Malaysian foreign worker recruitment has one feature that no longer sits in the background: your customers are auditing it. Forced labour findings in Malaysian supply chains have led to import restrictions on real companies, and the specific trigger is almost always recruitment fees charged to workers somewhere in a chain the employer could not see. If your agency works through sub-agents in source countries, you do not know what those sub-agents charge.
That is the case for sourcing directly in Indonesia, Bangladesh, Nepal, India and the Philippines and documenting every party in the recruitment chain. It takes more work. It is also the only version of this service that survives a customer audit, which for manufacturing and plantation employers is now a commercial requirement rather than an ethical preference.
We had several vacancies to fill across our Kuala Lumpur operation and needed candidates with the right industry experience. Alliance took the time to understand each role before sourcing and gave us a focused shortlist instead of a large stack of CVs. It made the hiring process much easier for our internal HR team.
We were expanding our technology team and the local search was not producing enough suitable candidates. Alliance widened the sourcing across Southeast Asia and introduced professionals who matched our technical requirements. Their screening process saved our hiring managers a lot of time.
We needed to recruit across several functions while keeping the process consistent from one vacancy to the next. Alliance provided one recruitment partner for sourcing, screening and interview coordination, and the communication was clear throughout. The quality of the shortlisted candidates was much better than what we had been seeing through general applications.

It sources and places staff for Malaysian employers across two tracks: professional and technical hiring from the domestic and regional market, and foreign worker recruitment against approved quota under the permit system. Alliance places permanent employees and also provides contract staff.
Yes, for employers holding approved quota. We source from Indonesia, Bangladesh, Nepal, India, Myanmar and the Philippines, and coordinate clearance, medical screening and permit processing through to arrival.
No. Our fees are paid by the employer. No worker is charged a recruitment fee by us at any stage, and that commitment is stated in the placement agreement.
We source candidates in the source markets directly and document every party in the recruitment chain for each placement. This matters because recruitment fees charged by unseen sub-agents are the most common cause of labour practice findings in Malaysian supply chains.
Yes. Alongside permanent placements, we provide contract staff for an agreed term, for projects, seasonal peaks or cover. Tell us the role, the number of people and the term at the scoping call.
Sourcing and selection in 3 to 6 weeks against approved quota, then source-country clearance, medical screening and permit issue, commonly 8 to 16 weeks depending on nationality.
Shortlist in 24–48 hours and an offer within 4 to 6 weeks, then the candidate’s notice period.

Manufacturing and electronics, construction, plantation, oil and gas, technology and shared services, and healthcare.
Yes, and we treat them as distinct labour markets. Penang’s electronics sector and Johor’s cross-border market both have candidate expectations different from the Klang Valley.
We document the fee structure and the recruitment chain for every placement. Whether that satisfies a specific customer audit depends on their standard, and we will tell you honestly where our documentation stops.
